The PIC is a project of the Rocky Mountain Center for Health Promotion and Education. PIC receives funding from the Colorado Department of Human Services, Alcohol and Drug Abuse Division (ADAD).

The PIC serves as a resource to increase statewide capacity for the prevention and treatment of substance abuse by aiding in the identification of reliable consumer and professional health information, research findings, and best practices.

The mandate and responsibilities of the PIC include:

  • Management of a lending library, which offers a large collection of books and videos available for loan, without cost to Colorado residents.
  • Management of a clearinghouse of free and cost-recovery materials (brochures, pamphlets, posters, research reports and resource guides) to aid in the prevention of alcohol and other drug problems.
  • Continual improvement of services to prevention providers—especially underserved communities—through outreach, partnerships, and resource development.
  • The use of formative, process, and outcome evaluation results to drive decisions related to the products and services offered

The PIC does not work directly with the substance abusers as a direct service provider. Rather, the PIC is an indirect service provider, focusing its services on clients that are concerned with reducing the harmful effects of substance abuse in their own communities or areas of responsibility.

The PIC serves these clients in 2 primary capacities:  1) by helping people to locate information to do their prevention and treatment work, and 2) by identifying and providing multiple channels of access to quality consumer information that funded and unfunded direct service entities can make available to their clients.

PIC History

In 1995, RMC was awarded the contract to house and manage ADAD’s Colorado Prevention Resource Center (CPRC), and in 1996, the contract for the Eastern RADAR (Regional Alcohol Drug Awareness Resources) Clearinghouse. In 2000, RMC won the
competitive bid to continue managing the CPRC as it transitioned into the Prevention
Information Center.

The PIC has grown from a small resource collection to a fully functioning lending Library and Clearinghouse that disseminates approximately one million pieces of material annually.

In 2005, RMC was awarded an additional 5-year continuation contract to continue to develop the PIC into a state-of-the-art Center that is accessible 24 hours a day, utilizes the latest technology, coordinates cross-agency resource dissemination, and maintains the highest levels of customer satisfaction.
